I'd say that the GOP lost overall when they impeached Bill Clinton - the only thing which allowed them to recover was the stigma attached to Bil Clinton's behavior with Monica Lewinsky. Had they not impeached Bill Clinton, they'd have been better off.
The other advantage Republicans have is that Democrats tend to act for the best interests of the country. Had Al Gore been president on 9/11, and the attack had been successful (unlike Bush, Gore took Al Qaeda seriously) - the Republicans (and the media, led by Fox News) would have screamed for impeachment, and might well have succeeded. By contrast, the Democrats and the media unified behind Bush's leadership.
